Introduction

This platform aims to digitize Government Services and deliver them to citizen’s doorstep. The process includes citizens requesting for a Government Doc via Call Center, Field agents verifying the citizens identity and collecting necessary documents and then delivering the Government documents to the citizen's doorstep.

Problem Statement

The client, a government agency, faced significant challenges in delivering public services to citizens. The existing system was plagued by inefficiencies, including:

​

  • Citizens had to visit government offices multiple times to request and collect documents, leading to long wait times and frustration.

  • Citizens had no visibility into the status of their requests, resulting in frequent inquiries and complaints.

  • Field agents relied on paper-based processes, which were time-consuming, error-prone, and difficult to manage.

  • Many citizens, especially in rural areas, lacked access to digital tools or the skills to navigate complex systems.

The client needed a digital solution that would:

  • Simplify the process of requesting and delivering government documents.

  • Provide real-time updates and transparency to citizens.

  • Streamline workflows for field agents.

  • Be accessible and intuitive for users with varying levels of digital literacy.

Solution

We designed and developed GovServe, a digital civic solutions hub that streamlined the process of requesting and delivering government documents. The platform included the following key features:

Citizen Portal (Mobile & Web):

Citizens could request government documents (e.g., birth certificates, ID cards) through the app or website.

Real-time tracking of application status.

Secure payment gateway for fee collection.

Multi-language support to cater to diverse populations.

Admin Dashboard (Web):

Government administrators could monitor requests, manage field agents, and generate reports.

Analytics to track service delivery performance and identify bottlenecks.

Field Agent App (Mobile):

Field agents could verify citizens' identities and collect necessary documents digitally.

Offline functionality for areas with limited internet connectivity.

Integration with government databases for real-time verification.

Backend System:

Built using Node.js and SQL for scalability and reliability.

Integrated with GCP for secure data storage and processing.

Firebase for real-time notifications and Crashlytics for error monitoring.

Design Process

​User Research:

​

Conducted interviews with citizens, field agents, and government officials to identify pain points and needs.

Created user personas and journey maps to guide the design process.

Key insights:

  • Citizens wanted a simple, step-by-step process to request documents.

  • Field agents needed an offline mode to work in areas with poor connectivity.

Wireframing and Prototyping:​

Developed low-fidelity wireframes for the citizen portal, field agent app, and admin dashboard.

Created interactive prototypes using Figma to simulate the user experience.

Key design decisions:

  • Large buttons and clear typography for accessibility.

  • Multi-language support to cater to diverse populations.

  • Real-time status updates to improve transparency.

Usability Testing:

Conducted usability testing with 20 participants (citizens and field agents).

Gathered feedback on the prototype and identified areas for improvement.

​Iterated on the design to address usability issues, such as simplifying the document upload process.

Designed a clean, minimalist interface with a focus on accessibility.

Used a government-approved color scheme and typography to ensure consistency with official branding.

​​Incorporated features like voice assistance and step-by-step guidance to assist users with low digital literacy.

Conducted daily stand-ups and weekly demos to ensure alignment with client expectations.

Developed the mobile app using Flutter for cross-platform compatibility.

Built the web app using Angular for a responsive and dynamic user experience.

Set up CI/CD pipelines using GCP for automated testing and deployment.

Outcome

Lessons Learned

  • User Research is Critical: Understanding the needs of diverse user groups was key to designing an inclusive and accessible platform.

  • Iterative Design Drives Success: Usability testing and iterative design helped us refine the product and address user pain points.

  • Collaboration is Key: Working closely with developers and stakeholders ensured the final product aligned with both user needs and business goals.

As the UI/UX Designer for GovServe, I played a pivotal role in creating a user-friendly and accessible platform that transformed the way government services were delivered. By focusing on user needs and iterating based on feedback, I helped design a solution that improved citizen satisfaction and operational efficiency.

 

This project showcased my ability to:

  • Conduct user research and translate insights into actionable designs.

  • Create wireframes and prototypes that align with user needs.

  • Collaborate with cross-functional teams to deliver a high-quality product.
